Military chiefs are also accused of giving the advice that politicians and civil servants wanted to hear, rather than the cold facts that might make the political imperative — on this occasion, leading the Nato charge into southern Afghanistan — less palatable.

Muddying the planning process was a failure by the intelligence community to present a fuller analysis of the Taleban threat in Helmand, deeming it to be a containable force that numbered only hundreds — an estimate that proved inaccurate.

That contributed to a sense of blind confidence within Whitehall, where a principle concern was that the goal to enhance a tiny, American provincial reconstruction team in Helmand would be so successful it would put other provinces to shame. “There was a three-year time frame and Helmand would be peaceful, stable and prosperous,” said a civilian involved in the planning. “We said the time frame didn’t make any sense. We got huge push back from Whitehall, who wanted us to write something different for the ministers.”

General Mackay, who left the Army last year, accused the military of allowing itself to be politicised and “too acquiescent in rolling over to political bidding”. Such a culture, he said, promoted mediocrity. “The genesis of this approach is born of complacency, the thought that ‘we can deal with it as and when it happens’. It resulted, I believe, in the upper echelons of government (political, civil and military) going into Helmand with their eyes shut and their fingers crossed.

• Defence budget faces 10% fall in public spending cuts
• MoD denies any change
Ministers are likely to review the £20bn commitment to replace Trident, senior government sources say, as pressure increases at the top of the military and the Labour party for the policy to be scrapped.

The government has to agree an initial contract for the submarines' design as early as September – when parliament is not sitting – but though the policy has not yet been discussed in cabinet, a senior Labour source said a 10% spending cut in Whitehall budgets would require the defence policy in its current "inflated" form to be revisited.

A rethink on Trident before the autumn party conference is also being floated as a sop to those MPs who might consider moving against the prime minister.

The decision to upgrade Trident was unpopular on the Labour backbenches and led to the last significant rebellion of Tony Blair's premiership when it was voted through parliament in 2006. But a source close to the process of compiling Labour's next manifesto, which would have to include a change in government position should a U-turn on Trident be performed, said any rethink before an election was "extremely unlikely". The source said: "If there was any U-turn on Trident it would be likely to feature heavily in any election campaign and I really don't think the Labour party want to fight the next election on a defence issue. "There could be a strategic review by the Ministry of Defence, but I'd expect that to be after any election, not before."

Blocking off the possibility of a rethink could divide the party at an inopportune time, less than 11 months before the last possible date of a general election.

I have always had the idea that Britain was the junior partner in its dealings with the US military and nuclear establishment: that we clung to the coat-tails of US technological advance to boost our global standing as we faded from imperial pre-eminence. When politicians and experts spoke of "nuclear cooperation" between the US and UK at the Aldermaston Atomic Weapons Establishment, I assumed that we played the bit part and Uncle Sam had the starring role.

But recent documents appear to show that it has not been a one-way street, and that Britain has had valuable capabilities that the US has been able to exploit. How reassuring to know that the US has been able to benefit from the billions of pounds that we spend on Aldermaston. But is that really what we want to spend our money on?

This revelation actually raises an enormous number of questions – of legality, of independence, of cost. But transparency and political accountability are absolutely fundamental here – who is actually making the decisions about Britain's nuclear weapons?

John Harvey, from the US national nuclear security administration, states that the US and UK have a new deal for cooperating on US plans for a new Reliable Replacement Warhead. But President Obama has said they will stop the development of new nuclear weapons. Our own government has stated that no decision has been taken on whether or not Britain will have a new nuclear warhead. Are the military establishments living in a parallel universe where they just plough on with their weapons programmes, willy-nilly? Or is our government pulling the wool over our eyes? Certainly the level of building and spending at Aldermaston indicates that a new nuclear weapon is in the offing, but our government has consistently denied it.

Most alarming, Harvey also stated that the recent steps to amend the US/UK mutual defence agreement to allow for broader cooperation than in the past. The MDA, signed in 1958, is already the world's most extensive nuclear sharing agreement. What on earth is it going to be extended to? We don't know, as apart from vague public statements, the vital "security annex" has never been published. And who has been told of the implications of the extended treaty? Certainly not parliament or Congress, who were never informed of the link to new nuclear warheads.

Since then, General Dannatt has remained outspoken. Again and again he has clashed with government ministers over the wretched pay and conditions endured by our soldiers, their appalling housing, the often dire medical facilities and, most shocking of all, the repeated failure by the Government to provide decent equipment - a dereliction of duty that has led to a number of unnecessary deaths.

Throughout this time, General Dannatt has received the full backing of the head of the Navy, Admiral Sir Jonathan Band, and the head of the Air Force, Air Chief Marshall Sir Glenn Torpy.

Their position has outraged Downing Street, and last week Dannatt, Band and Torpy received their punishment. The news was leaked from the Ministry of Defence that all three had been snubbed for the top post of chief of the defence staff - overall chief of Britain's Armed Forces.

This is a breach with normal procedure. Normally, the new military chief is chosen from the existing heads of the armed services. But instead of appointing one of these three honourable men, Gordon Brown has decided to look elsewhere. As a result, it seems likely (though not yet certain) that Dannatt will take early retirement.

I have been reporting British politics for nearly two decades, and the decision not to promote General Dannatt to chief of the defence staff is, in its way, the most morally repulsive I have ever had the misfortune to report.

It should be borne in mind that he has not been passed over for incompetence, stupidity or dereliction of duty. Indeed, he is universally described by all who have ever dealt with him as one of the most outstanding officers the British Army has produced since the end of World War II.

Instead, General Dannatt is being punished for his integrity, for doing his duty as a commander of his men for whose lives he has taken responsibility and for telling politicians about the risks they faced.

The U.S. administration wants to enlarge its missile defence system to Central and Eastern Europe by building a radar in the Czech Republic and a missile base in Poland that will allegedly protect Western countries from missile attacks by 'rogue' states in the Middle East.

As the Czech right-wing government gives the nod to the U.S. radar on Czech soil against almost 70 percent of its population, activists and opposition politicians have begun protesting through hunger strikes.

On May 13 Jan Tamas and Jan Bednar from the civic group 'No to the Bases' began the first hunger strike at a building open to the public in the centre of Prague, where they remained until last week.

"We turned to hunger strikes because this is a problem of democracy. For two years we have made protests and petitions to the government but they keep negotiating with the U.S., ignoring that two-thirds of the Czech public are against this 'star wars' system," Tamas told IPS.

The main treaty for the construction of the radar has been signed, and there are ongoing talks on another treaty on the conditions of the U.S. soldiers' stay in Czech territory, to be signed by mid-July.

"The radar means a declaration of war, and I don't want my country to be a part of something so destabilising that will lead to another arms race," the activist added.

Tamas and Bednar demanded that the government cease talks with the U.S., wait for the European Union (EU) stance on the issue, start a debate in parliament, and organise television discussions on the base between an equal number of supporters and opponents.

The High Court has ruled that the Serious Fraud Office (SFO) acted unlawfully by dropping a corruption inquiry into a £43bn Saudi arms deal.

Defence firm BAE was accused of making illegal payments to Saudi officials to secure contracts, but the firm maintains that it acted lawfully.

The SFO said national security would have been undermined by the inquiry.

Two judges allowed the challenge made by Corner House and the Campaign Against Arms Trade (CATT).

'Failure of government'

In handing down the decision on Thursday, one of the judges, Lord Justice Moses, told the High Court that the director of the SFO had failed to assure them that everything had been done to meet the rule of law.

"No one, whether within this country or outside, is entitled to interfere with the course of our justice," he said.

"It is the failure of government and the defendant to bear that essential principle in mind that justifies the intervention of this court."

CAAT had argued that the SFO's decision to drop the probe was illegal under the Organisation for Economic Co-operation and Development's (OECD's) Anti-Bribery Convention.

"We are delighted." said CAAT's Symon Hill after the decision.

"It has been clear from the start that the dropping of the investigation was about neither national security nor jobs. It was due to the influence of BAE and Saudi princes over the UK government."

Susan Hawley of the Corner House said: "This is a great day for British justice. The judges have stood up for the right of independent prosecutors not to be subjected to political pressure."

Following the judgement, BAE said: "The case was between two campaign groups and the director of the SFO. It concerned the legality of a decision made by the director of the SFO.

"BAE Systems played no part in that decision."

For its part, the Serious Fraud Office said it had no further comment, but was "carefully" considering the implications of the judgement.

Increasingly autonomous, gun-totting robots developed for warfare could easily fall into the hands of terrorists and may one day unleash a robot arms race, a top expert on artificial intelligence told AFP.

"They pose a threat to humanity," said University of Sheffield professor Noel Sharkey ahead of a keynote address Wednesday before Britain's Royal United Services Institute.

Intelligent machines deployed on battlefields around the world -- from mobile grenade launchers to rocket-firing drones -- can already identify and lock onto targets without human help.

There are more than 4,000 US military robots on the ground in Iraq, as well as unmanned aircraft that have clocked hundreds of thousands of flight hours.

The first three armed combat robots fitted with large-caliber machine guns deployed to Iraq last summer, manufactured by US arms maker Foster-Miller, proved so successful that 80 more are on order, said Sharkey.

But up to now, a human hand has always been required to push the button or pull the trigger.

It we are not careful, he said, that could change.

Military leaders "are quite clear that they want autonomous robots as soon as possible, because they are more cost-effective and give a risk-free war," he said.

Several countries, led by the United States, have already invested heavily in robot warriors developed for use on the battlefield.

South Korea and Israel both deploy armed robot border guards, while China, India, Russia and Britain have all increased the use of military robots.

Washington plans to spend four billion dollars by 2010 on unmanned technology systems, with total spending expected rise to 24 billion, according to the Department of Defense's Unmanned Systems Roadmap 2007-2032, released in December.

Horrifying allegations of torture and killings carried out by the British Army in southern Iraq emerged on January 31.

Based on witness statements, death certificates and video evidence, the lawyers allege that nine more people survived torture and abuse.

“the police asked us to send ambulances to the British base to collect some bodies. When they brought the 22 bodies, it was a surprise to us to see some of these bodies mutilated and tortured.”

At the time, the British Army dismissed allegations of torture as “absurd.” But the case, along with hundreds of accusations arising from its activities in Iraq, has been the subject of calls for a public inquiry ever since. A yearlong investigation by the Royal Military Police (RMP) found no evidence of deliberate mutilation.

On January 31, however, the ban was overturned by Lord Justice Moses following legal moves by the victims’ families, the Guardian, the Times and the BBC. The Guardian reported Moses as ruling that the MoD’s attempt to stop media reporting on the allegations has no basis in law and that their handling of the case was “barmy.”

Regarding the ban on naming soldiers, Moses told the defence secretary’s counsel, “It is not the way it works. If you’re right about that there would be one rule for the Ministry of Defence and another for the ordinary citizen.”

The Majid al Kabir allegations further refute the central point made in a recent report published by the British Army into aspects of its reign of terror in southern Iraq, which whitewashed previous abuses as the result of bad planning, inadequate training and the work of individuals.

Baha Mousa was a 26-year-old hospital worker detained September 2003 during a raid by members of the Queen’s Lancashire regiment on a hotel in Basra. Mousa, who witnessed soldiers stealing cash from the hotel, was arrested along with six other workers at the hotel. All were hooded, bound, subjected to stress positions and brutally beaten for days.

Photographs and records show Mousa suffered 93 injuries, including four broken ribs, a fractured nose, smashed wrists and a ligature around his neck. According to one witness, “I heard Baha Mousa screaming. I was still hooded but it sounded like he was in another room. I heard him scream: ‘Please help me, blood is coming out, please help me, I am going to die.’ The last thing I heard him say was: ‘My nose broke.’ After this there was silence.”

The case was also central to a 2007 ruling by the British Law Lords that the government was in breach of the European convention of Human Rights and the UK’s own Human Rights Act for not conducting an independent inquiry.

Aitken also reported on the outcome of cases against soldiers accused of brutality following a riot in Amara in 2004. A video showing youths being beaten by British troops was passed to the News of the World. No charges were brought.

In the Camp Breadbasket case, four soldiers were finally found guilty of abuse after images showing prisoners being forced to simulate sex were discovered by a worker at a photo-processing shop. Other images showed prisoners suspended from a forklift truck.

“As a senior officer in the Iraqi army, I am clear that these terrible actions could not have taken place without support from senior officers within the British army.”

We have had FOUR underground data cables cut (two on Wednesday and two on Friday) which carry internet, telephone and data traffic. Whereas one cut a year in the whole world is not unusual (other than after a major earthquake), now we have 4 in the same region within 2 days. "Internet Traffic Report" shows Iran completely isolated from the rest of the world, and Egypt heavily affected, whilst Israel remains unaffected.

NO WAY is this a coincidence.

The two countries most affected are Egypt (who didn't shoot the Palestinians escaping from their Gaza prison) and Iran which is in the Neo-cons' cross-hairs.

Hope it isn't a prelude to a military action in the area. Or it might be an attempt to electronically isolate Egypt or Iran from the rest of the world (the US did say they wanted to step up their warfare on the internet). Either way, a strong reaction might be expected since vital interests would be threatened by attempts to isolate any country from the world by cutting off their whole population from the global internet and international telephone system.

Could this be regarded as collective punishment of the Egyptian and Iranian people, which is a WAR CRIME ?

Could it be a shot across the bows of all countries round the world : If you don't follow what you are told, you could be easily cut-off from the world ?

What I find strange is that none of the main stream sites even countenance the possibility that the cuts are deliberate (irrespective of who that might be).

Their silence on the possibility of the cuts being deliberate is deafening. All we hear is that it was likely to be accidentally caused by anchors.

An American company, Blackwater, has hit the headlines in recent weeks because of the killing of 11 civilians in Iraq last month. However, Blackwater, one of several companies that have “private contractors” – i.e. mercenaries – working for the US in Iraq, long been known and controversial. This meticulously researched bestseller chronicles the rise of what has become the world’s most powerful mercenary army.

It profited from the disaster, raking in US$73 million from its Katrina work by June 2006. Residents of New Orleans, along with journalists, aid agencies, local police and firefighters, were shocked to see US and foreign mercenaries occupying their city.

Among the most unsavoury characters occupying New Orleans were Israeli mercenaries. Working for Instinctive Shooting International, they were billed as “veterans of Israel Defence Force, Israel National Police Counter Terrorism units, Instructors of Israel National Police Counter Terrorism units, Genera Security Service, and other restricted intelligence agencies.” As proof of his professionalism, one Zionist mercenary proudly stated: “We have been fighting the Palestinians all day, every day, our whole lives.”

Despite claiming loyalty to the US, Blackwater also claims that its forces are above the law. The company claims that its mercenaries are “civilian contractors” who are not subject to the Pentagon’s Uniform Code of Military Conduct, while simultaneously claiming immunity from civilian litigation because its private soldiers are part of the US Total Force. Because the Department of Defence refuses to prosecute mercenaries who kill civilians and Congress grants military contractors immunity from state-court litigation, private contractors get away with murder and other crimes (rape, looting and the like) completely.

Mercenaries, it must be remembered, are war-whores: guns for hire who can be bought and sold. Motivated by money, they sell their services to the highest bidder. Desiring only financial profit, they have no interest in peace because stability is bad for business. While they presently act as the imperial arms of US foreign policy, mercenaries do not serve the people, nor are accountable to them. As the rabid rottweilers of the right, private paramilitaries have historically been used to create and control totalitarian states.

At a time when Muslim teenagers cannot even go camping, play paint-ball, or practise martial arts without being prosecuted for plotting terrorist attacks, it is utterly inconsistent and hypocritical of the US government to allow Christian fundamentalists to form mercenary armies with tens of thousands of Timothy McVeighs. Thanks to George W. Bush and co., the American people now face a private parallel army, a fascist military force capable of supporting a Christian fundamentalist coup.

Scahill’s book is a slap in the face to the silent majority. As a result of the complacency, ignorance and indifference of the American public, US democracy is degenerating into a dictatorship. Following the fascist policy of “perpetual war,” the extreme right portrays Muslims as the enemies of freedom and foes of democracy. Deceived by Mephistophelian diatribes against Islam and Muslims in the press and media, the American people have overlooked the enemy within: the right-wing militias. Owned and operated by neo-crusaders, private paramilitaries are at present the single greatest threat to the United States of America and its people.
