WASHINGTON: A Pakistani military delegation became the latest victim of the paranoia permeating US airports on Monday night, when US security officials detained a brigadier at Washington’s Dulles airport on a complaint by a passenger who said he did not feel safe sharing the flight with the delegation. The brigadier was removed from the United Airlines flight, and others in this eight-member delegation were also detained after they disembarked. They were later released. The dispute became a major diplomatic row as the delegation, offended by this treatment, decided to cancel an important meeting at the headquarters of the US Central Command in Tampa, Florida, on Tuesday, and return home. By the time the US Department of Defence apologised to the delegation, their leader, a two-star naval officer, had already informed Islamabad where officials approved his decision to return home on Tuesday night. The delegation included senior officials from all three services, the army, the navy and the air force. Dawn contacted the US Transport Security Administration, whose officials had detained the brigadier, and the Department of Homeland Security but failed to get a response. Mathew Chandler, a DHS spokesman, and Lauren Gaches of TSA, however, asked Dawn to contact the airline. United Airlines officials, however, told the US media that the brigadier, whose name was not disclosed, had misbehaved with a stewardess and told her that “this would be her last mission”. Information collected by Dawn showed that the incident that led to the cancellation of the meeting happened at Washington’s Dulles airport on Monday night when a passenger on the flight to Tampa complained that a Pakistani brigadier, while talking to his colleagues, had made remarks that he found threatening. Officials of the airline informed the Transport Security Administration who detained the brigadier and later other officials as well. A Pakistani official, when asked to comment on the airline’s claim, said: “This is a delegation of senior officials, led by a two-star officer, not unit captains and majors. Such responsible officers do not indulge in such behaviour.” Information collected by Dawn also confirmed the Pakistani claim as the plane was delayed for 40 minutes before the airline’s mentioned the alleged altercation between the brigadier and the stewardess. Later, an official of the airline came with a TSA security officer and asked the brigadier to disembark. She gave no reason. The head of the delegation asked the brigadier to get down and cooperate with the TSA. The brigadier disclosed his identity. There was no response for about 15-20 minutes and then the airline and security officials asked the entire delegation to get off the plane. The leader of the Pakistani delegation showed TSA officials an invitation letter from the Centcom, confirming that they were going to Tampa for a meeting. He also showed them all the passports that identified the delegation as senior military officers. He then requested to talk to a senior TSA official or the person in-charge of security at the airport but his request was turned down. “They did not let them speak and treated them like terrorists,” said a Pakistani official. “The investigators were unprofessional, junior officials.” The official said that the TSA and airlines officials kept telling the delegation that a passenger found the brigadier’s remarks threatening but did not say what those remarks were. “The delegation was detained for two hours, telling them nothing, not allowing them to talk to anyone,” said the Pakistani official. “They received no response even when they showed them their passports and the Centcom letter,” the official said. “At the end, they realised their mistake and apologised but by then the delegation had decided it did not want to take that flight.” Explaining why the delegation decided to cancel the meeting and return home, the official said it was.....

ISLAMABAD: The Election Commission of Pakistan indicated on Monday it would not ignore breach of election rules by Prime Minister Yousuf Raza Gilani who has been accused by some politicians and members of civil society of distributing state funds during election campaigns for candidates of his Pakistan People’s Party. “Though our policy is not individual or person specific, yet we will not ignore all that is happening. We have taken notice of it and will do something about it,” an ECP official told Dawn. He said the chief election commissioner had the powers to decide on matters where rules were silent about violation of certain provisions. The opposition and civil society have accused Mr Gilani of consistently addressing election rallies of PPP candidates, announcing development schemes and visiting constituencies on state expense with full protocol of prime minister. The Pakistan Institute for Legislative Development and Transparency (Pildat), a leading NGO, had on Aug 3 sought a clarification from the CEC whether or not the prime minister’s address at election rallies and announcement of development projects constituted violation of electoral laws or code of conduct. In a letter addressed to the CEC, Pildat said there were numerous precedents where the Election Commission of India had barred prime ministers, ministers and chief ministers from using state resources for electioneering. The announcement of any development project during election was a serious offence in India, leading at times to disqualification of candidates, it added. “Pildat feels that continuing use of state resources and announcement of development projects at election rallies by the prime minister is damaging credibility of the democratic and electoral process in the country. “The Election Commission’s continuous silence at the apparent violations of electoral ethics and the code of conduct is extremely disturbing and damaging the concept of rule of law. “The practice is not only being followed by the prime minister but also by ministers and advisers of provincial governments, especially in Punjab,” the letter said. Former information minister and Pakistan Muslim League-Q Secretary General Mushahid Hussain Syed has criticised the prime minister for violating ECP rules in disregard of the supremacy of law by the bigwigs of the ruling party.

ISLAMABAD: US Senator John Kerry was holding talks with Pakistani leaders on Thursday and scheduled to visit areas ravaged by the country's worst floods in 80 years, the US embassy said. Kerry, who heads the Senate Foreign Relations Committee and co-authored a record 7.5 billion-dollar aid bill for Pakistan, is the first senior US policymaker to visit since the disaster struck, affecting 20 million people. “Senator Kerry will meet senior civilian officials today and may also be travelling to areas affected by floods,” US embassy spokesman Richard Snelsire told AFP. Kerry, who is scheduled to meet President Asif Ali Zardari and Prime Minister Yousuf Raza Gilani, met army chief General Ashfaq Kayani in Rawalpindi late Wednesday. The visit is aimed to show US commitment and raise public awareness to drum up more donations for what has become Pakistan's worst ever natural disaster. The nation of 167 million is a top US foreign policy priority due to concerns over extremism as Washington tries to bring a swift end to the nine-year war against the Taliban in neighbouring Afghanistan. The United States has so far provided about 90 million dollars to support relief efforts in Pakistan, the embassy said. “There currently are 18 US military and civilian aircraft in Pakistan in support of flood relief operations, which evacuated 5,912 people and delivered 717,713 pounds of relief supplies,” it said. Hundreds of thousands of Pakistanis remain without food and shelter, and the United Nations is to meet Thursday to drum up aid for the flood-stricken nation amid criticism of the slow pace of the relief effort. Foreign aid has begun reaching some flood victims, but thousands are still exposed to the elements and desperately short of food and medicine, with concerns growing over the health of displaced survivors. A US text-messaging donation campaign has raised 12,000 dollars for Pakistani flood victims, compared with more than 30 million dollars for Haiti's earthquake earlier this year, according to State Department figures.
