Through a unique quadripartite consultative process, the Islamic Republics of Afghanistan, Iran and Pakistan and UNHCR have agreed on a multi-year regional strategy to address assistance to Afghan refugees and returnees, including nearly three million Afghan refugees who continue to be generously hosted by Pakistan and Iran and those Afghan refugees who choose to voluntarily return to Afghanistan. On February 23, Secretary of State Hilary Clinton will begin a four-nation trip to London and North Africa. In London, the Secretary will attend a conference hosted by Prime Minister David Cameron, dedicated to building stability and peace in Somalia. Heads of state and foreign ministers from over 50 countries as well as representatives of the United Nations and the African Union will attend. The timing of the conference is significant as it convenes six months prior to the end of Somalia's political transition which is set to take place by August 20, 2012.

Current Funding Priorities for Tibetan Refugees in South Asia: PRM will prioritize funding for proposed non-governmental organization (NGO) activities that best meet the Bureau’s priorities for Tibetan refugees in South Asia, as identified below.
(a) Proposed activities should primarily support Tibetan refugees in South Asia. Successful proposals will seek to address the needs of Tibetan refugees in both India and Nepal, although applicants may also submit proposals targeted to one or the other of these sub-populations.
(b) Proposals must focus on at least one of the following sectors: Protection; Health and Nutrition (including sexual and reproductive health); Livelihoods (including education); and/or Water, Sanitation, and Hygiene (WASH).
(c) PRM will accept proposals from any NGO working in the above mentioned sectors although, given budgetary constraints, priority will be given to proposals from organizations that can demonstrate:
· In Nepal, a working relationship with the Office of the UN High Commissioner for Refugees (UNHCR), current UNHCR funding, and/or a letter of support from UNHCR for the proposed activities and/or overall country program (this letter should highlight the gap in services the proposed program is designed to address).
· A proven track record in providing proposed assistance both in the sector and specified location.
· Evidence of coordination with international organizations (IOs) and other NGOs working in the same area or sector as well as local authorities, including Tibetan settlement officers and, in India, the Central Tibetan Administration (CTA). NGOs are encouraged to submit proposals that complement existing protection and assistance activities for Tibetans in South Asia, including ongoing and planned USAID programs benefitting Tibetan refugees.
· A concrete implementation plan with well-conceived objectives and indicators that are specific, measurable, achievable, relevant and reliable, time-bound and trackable (SMART), have established baselines, and include at least one outcome or impact indicator per objective.
· Identification of sustainable programming opportunities that enhance the capacity and self-sufficiency of the Tibetan community and settlements.
· A budget that is appropriate for meeting the objectives and demonstrates co-funding by non-US government sources.
· Appropriate targeting of beneficiaries in coordination with other relevant organizations. Because of PRM's mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM considers for funding only those projects that include a target beneficiary base of at least 50% refugees.
· Adherence to relevant international standards for humanitarian assistance. See General NGO Guidelines for a complete list of sector-specific standards.
(d) Country Specific Instructions: The following activities are priority areas for PRM in FY 2012.
In India:
· Protection. Priority protection activities include provision of reception services to incoming refugees. All programming should be age- and gender-sensitive.

As many of you know, Secretary Clinton has made water a priority for the Department and USAID. As she has said, water “represents one of the great development opportunities of our time. QUESTION: When were the Swiss authorities called in by the Iranian Government? When did the Swiss communicate that to us? Was the subject of the Virtual Embassy brought up in their meeting?
ANSWER: The Swiss conveyed to us that the Iranians called Ambassador Leu in on Thursday, December 8. We do not discuss the substance of our diplomatic exchanges. It is clear, however, by its efforts to block access to the Virtual Embassy website, that the Government of Iran is fearful of the free flow of ideas and information to the Iranian people.

I have the privilege of concluding this afternoon’s events. All of us are here today because of our commitment to see a definitive end to the conflict and violence that has plagued the Great Lakes region, and because we believe the PPA to be an important step toward that end.
The fact of the matter is that we are staring down an intimidating set of challenges, and none of us -- in government, in the private sector, in NGOs, or other organizations -- can do it alone. This was imminently clear on my trip to Burundi and the D.R.C. last month. I saw firsthand the complex linkages between conflict minerals, human rights abuses, and the local economy. I spoke with many artisanal miners shoveling dirt under the hot sun to earn.......

Acting Assistant Secretary of State for Population, Refugees, and Migration (PRM) David Robinson will travel to Serbia and Belgium from November 5–8.
On November 7, Acting Assistant Secretary Robinson will attend in Belgrade the Ministerial Review Conference on Resolving the Refugee Situation in the Western Balkans. While in Serbia, he will also visit several PRM-funded projects.
In Brussels, Ambassador Robinson will attend on November 8 the U.S.–EU Strategic Dialogue on Humanitarian Assistance, where U.S. and European Union officials will discuss cooperative activities and mechanisms to more effectively address humanitarian crises around the world.

The civilian surge in Afghanistan and Pakistan that President Obama launched in 2009 to accompany the military surge in Afghanistan has helped advance our goals of defeating al-Qaeda, reversing the Taliban’s momentum in key areas, and bolstering the economy and civil society of both countries. As U.S. troops begin a phased drawdown in Afghanistan as part of the larger plan for transition, our civilian initiatives in both Afghanistan and Pakistan are assuming new importance.
This report provides a thorough review of our civilian efforts, identifies significant challenges and areas of progress, and outlines the way forward.
