What happened to the 130,000 Syrian citizens living in the Golan Heights in June 1967? According to the Israeli narrative, they all fled to Syria, but official documents and testimonies tell a different story.

The ground offensive was preceded by three days of artillery shelling and bombing from the air. Many of the Syrian outposts were hit in the bombings, as were a good number of houses, animal sheds and other civilian structures. And there were human casualties, too, of course. According to most testimony, the flight of civilians toward Damascus began then, and involved tens of thousands of people.

There is no question that many civilians joined the fleeing Syrian army forces both before and after the offensive. Many, but not all. A Syrian estimate a week after the war stated that only about 56,000 civilians had abandoned the Golan at that point.

Shalem believes the inhabitants left the villages as soon as the shelling started, but says they didn't abandon their land and apparently were waiting to return home once the battles ended: "It's a behavior pattern we'd seen in earlier conquests in the war ... Civilians flee their homes, but stay where they can maintain eye contact with the village, to see how things evolve. These were simple folks for the most part, not big politicians by any means, and in the absence of any leadership they did what was necessary to preserve their homes and property."

Shalem's account is supported by most of the testimonies of fighters interviewed for this article. Almost everyone who poked his head out of his tank or armored vehicle remembers seeing hundreds of Syrian civilians gathered outside the villages during the two days of fighting in the Golan.

A letter, considered suspicious by police, sent to Sarah Brown-Clark, the city’s clerk of courts, caused the evacuation of city hall Tuesday.

It turned out to be a false alarm, said Lt. Doug Bobovnik, commander of the city’s bomb squad.

Brown-Clark received the letter from Damascus, Syria, with what appeared to be Arabic lettering on the outside envelope, about 3:15 p.m., Bobovnik said. She was concerned and called police, who then called in the bomb squad.

The letter led to the evacuation of city hall, which was to close at 4 p.m.

The envelope contained a letter to Brown-Clark, Bobovnik said.

“It was a legitimate letter, but we had no way of knowing until we examined it,” he said. “The letter’s origin, the Arabic writing and that [Brown-Clark] was not familiar with the sender’s name made it appear suspicious. We treated it as a serious threat. It was [just] a letter.”

Explosion shakes Syrian security | Chris Phillips

A bus blast that killed three may allow Damascus to crack down, but it calls into question the effectiveness of its rule by force The explosion that ripped through a bus of Iranian pilgrims in Damascus, killing at least three people, will send shock waves through Syria. Until recently Syrians were used to seeing such blasts on their television screens rather than on the streets of their own cities, which they considered a rare stable point in the Middle East. The explosion will remind Syrians of a bomb attack last September and the assassination of Imad Mughniyah in 2008. All of this adds to a growing sense that Damascus is no longer immune from the carnage regularly seen in neighbouring Iraq and Lebanon. Though the circumstances around the latest blast remain unclear, with officials describing this as an accident caused by a burst tyre and one report claiming it was caused by a gas canister in a passenger's luggage, fingers on the street will automatically point to militant Sunni Islamist groups. Syria's Shia population is small, barely 13%, most of whom are not very religious Alawis, yet it was in one of Damascus's few Shia regions, near the Sayyeda Zeinab shrine, where the explosion took place. As with last year's bomb in the same region, the presumed suspects will be al-Qaida-inspired groups trying to stir up fitna (discord) between Syria's Sunni and Shia communities. The fact that it was Iranian pilgrims that were killed supports the idea that Sunni militants are responsible – possibly an attempt to send a message against the Syria-Iran alliance at a time when Saeed Jalili, Iran's chief nuclear negotiator, was in Damascus for talks. Yet the timing for the attack is strange, as it does not reflect Syria's recent successes in international relations. The 2008 bomb attacks were widely suspected to have ties to either Saudi Arabia or Saad Hariri's Future Movement in Lebanon at a time when the Syrian president, Bashar al-Assad, had strained relations with both. However, following a detente with Riyadh which culminated in Saudi Arabia's King Abdullah visiting Damascus recently, and the formation of a new Lebanese government including pro-Syrian elements, which many expect will lead to Hariri himself visiting Assad's capital, the motives for an external backer of Islamist militants have decreased. It seems most likely then that these militants will be locally based, operating independently of former external supporters. This would be supported by the seemingly low-tech nature of the attack. There is an element of karma here, given that the Syrian government previously facilitated many such groups in their passage to fight the insurgency in Iraq. Damascus may now find it has opened a Pandora's box of Islamist militants who question either Sunni Syria's alliance with Shia Iran, or its attempted rapprochement with the west, or both. In spite of the destruction, however, the Ba'ath regime can actually use explosions such as this to its advantage in the short term. It can portray itself as a fellow victim of al-Qaida-type terrorism to western powers in its attempts to continue an international rehabilitation. At the same time, it can use the threat of future attacks to justify its tight grip on its own population, boosting a security presence and further stifling opposition. In the long term, however, the regime has a developing problem. Whether this explosion proves to be a terror attack or not, the perception that its iron-fisted approach to governing can protect Syria's civilians from the carnage of its neighbours is being challenged. Internal militant groups do exist, and are willing to strike. Three explosions, alongside Israel's raid on a suspected nuclear facility in 2007 and the US attack over the eastern border from Iraq in late 2008 openly question the Ba'ath regime's claim to provide "autocratic stability". Given that the traditional rule by force is proving unable to adapt to this new climate, perhaps Assad....

The first UN team that probed the 2005 murder of Lebanese ex-premier Rafiq Hariri sought to falsely implicate Damascus, Syria said in a letter seen here Thursday.

The letter from Syrian Foreign Minister Walid al-Moallem said former UN chief investigator Detlev Mehlis of Germany and his assistant Gerhard Lehmann had sought "to implicate the Syrian Arab Republic at any cost" in the February 14, 2005 bombing which killed Hariri and 22 others in Beirut.

He also urged the world body to investigate the matter, in the letter addressed to the US presidency of the UN Security Council.

Moallem based his allegations on statements made by one of the four Lebanese generals held for nearly four years without charge over the Hariri case until they were ordered released last April.

He said statements made by security services director Jamil Sayyed made it clear that the goal of the team led by Mehlis and Lehmann "had been, right from the start, to implicate the Syrian Arab Republic at any cost in the assassination."

"They attempted to induce Sayyed to persuade Syria to identify an official victim who would admit to the crime and subsequently be discovered to have committed suicide or killed in a road accident, whereupon a settlement would be reached with Syria," the letter said.

The Scottish Government Justice Department have moved to suppress suggestions that Lord Mandelson had any role in the handling of the Megrahi international debacle, claiming they knew nothing of the acting Prime Minister’s meeting with Saif Gadaffi until they read about it in the Financial Times.

Despite the high level talks between Gadaffi’s heir in Libya and Mandelson - who was deputising as Prime Minister at the time during Gordon Brown’s and Harriet Harman’s holidays-Holyrood deny they had any contact from Westminster or Lord Mandelson about the meeting.

They have also refused to respond to suggestions that Mandelson interfered in what is strictly a Scottish case.

A wall of silence has been thrown up around the matter at Holyrood, despite Downing Street confirming that they were in close contact with the US administration on a "range of issues" surrounding Lockerbie.

The Scottish Government has also denied that Mandelson offered his input to Holyrood, or whether any instruction from Mandelson was acted upon.

The Justice Department also refused to confirm if it has any knowledge of the content of the discussions between Gadaffi and Lord Mandelson.

Former MP Tam Dalyell has claimed former UK Prime Minister Margaret Thatcher turned a blind eye to exploring the possible truth of the fall of Pan Am 103 in favour of "blind obedience" to US wishes.

His revelations came in a newspaper column in which he recollects meeting Thatcher for the first time in 13 years at a diplomatic dinner, at which they discussed her memoirs.

"The last thing that Washington wants is the truth to emerge about the role of the US in the crime of Lockerbie," Dalyell said

"Why in 800 pages did you not mention Lockerbie once?' Mrs Thatcher replied: 'Because I didn't know what happened and I don't write about things that I don't know about.'

"My jaw dropped. 'You don't know. But, quite properly as Prime Minister, you went to Lockerbie and looked into First Officer Captain Wagner's eyes.'

"She replied: 'Yes, but I don't know about it and I don't write in my autobiography things I don't know about.'

"My conclusion is that she had been told by Washington on no account to delve into the circumstances of what really happened that awful night. Whitehall complied. As soon as I left the Colombian ambassador's residence, I reflected on the enormity of what Mrs Thatcher had said. Her relations with Washington were paramount. She implied that she had abandoned her natural and healthy curiosity about public affairs to blind obedience to what the US administration wished. Going along with the Americans was one of her tenets of faith."
