Abu Dhabi verdict is an insult to justice says US businessman found guilty of trying to blackmail a member of the ruling family The man at the centre of a "torture tape" scandal involving a wealthy Arab prince has spoken out about the acquittal of Sheikh Issa bin Zayed al-Nahyan – and called the verdict an insult to justice. American businessman Bassam Nabulsi was behind the release last year of a shocking videotape in which Issa is seen brutally beating and torturing an Afghan man who he claimed owed him money. The tape showed Issa shooting at the man, beating him with a plank with protruding nails, electrocuting him, setting him on fire, pouring salt into his bleeding wounds and eventually having him driven over with a vehicle. The tape caused an international outcry and eventually saw Issa put on trial in the emirate of Abu Dhabi, where he is a senior member of the ruling family. But the court, in the eastern city of al-Ain, acquitted him. Instead, it convicted Nabulsi, in absentia, for his ­involvement in what it decided was a blackmail plot, and sentenced him to five years in prison. The verdict stunned observers and raised questions about the justice system in the United Arab Emirates. Nabulsi, speaking from Texas, told the Observer of his shock. "I am feeling nauseous. It is really sarcastic. These people, the more they lie, the bigger the hole they are digging for themselves," he said. The al-Ain criminal court, which Nabulsi claims never told him he was charged with anything, decided that he and his brother had secretly injected Issa with drugs, thus rendering him incapable of having responsibility for his actions. The court said the brothers had done this as part of a plot to make the torture video and blackmail the sheikh. It found several of Issa's employees, including a Syrian, an Indian and a Palestinian, guilty of helping with the torture, handing out jail terms from one to three years. But by pointing the finger of blame at the Nabulsi brothers, the court in effect concluded that Issa was a victim too. Nabulsi, who is also involved in a court case in the US with Issa, said the verdict showed that the powerful ruling family of Abu Dhabi, one of the dominant families within the UAE, could do what they pleased, free from the idea that they would be brought to justice, even when brutal crimes were videotaped. "They act like Al Capone in Chicago in the 1920s. No one can stop them," he said. The Abu Dhabi government, however, has denied that it played any role in the verdict of the court and said its judicial system was unbiased and independent. The UAE's foreign minister rejected calls to review the judgment. "There's no way the UAE government is going to get involved on any court ruling," Sheikh Abdullah bin Zayed al-Nahyan said after the verdict. "If we start doing so, what does that tell us about any court system in any country in the world? That defeats the point of an independent judiciary." Issa's lawyer, Habib al-Mulla, praised the fact that he had even faced a trial as evidence of a fair judicial system. "That this trial is taking place is a sign that the UAE is showing that everyone in the country can be put in front of the law and judged," he said after the verdict. The trial and its unexpected conclusion was just the latest twist in the disturbing tale of the torture tape. Nabulsi and his brother, who are Lebanese Americans, were former business partners of Issa. At first they were friends. "In the beginning he was a pretty nice guy," Nabulsi said. However, he claimed that eventually Issa, perhaps emotionally affected by the death of his father, became a different person. Nabulsi alleged his brother was forced to make videos of torture sessions. Nabulsi claims he asked Issa to change his behaviour. At that point, Nabulsi has claimed in a civil lawsuit, he was arrested in the UAE on drugs charges while Issa demanded he turn over all the videos. Nabulsi said he was tortured in jail and.......

Developer claims almost all the 1,000 apartments in the 818m high Burj Dubai have already been sold The world's tallest building, the Burj Dubai, officially opens its doors tomorrow, leaving a colossal reminder of the hubris that brought the emirate crashing in November. The $4.1bn building is 818 metres (2,684ft) high, has more than 160 floors and will boast the world's highest observation deck. More than 50 lifts travelling at 25mph, will take two minutes to reach the top. Developer Emaar Properties claims that almost all the 1,000 or so residential apartments in the tower have already been sold, in defiance of a property crash that saw prices drop by 50% last year. Laden with debt, Dubai was last month forced to accept a $10bn bailout from neighbouring Abu Dhabi. During Dubai's boom years, developers built increasingly outlandish schemes including the "seven-star" hotel Burj Al Arab and a 22,500 sq m ski resort on the edge of the desert. Work on an archipelego of man-made islands in the shape of the world's land masses has been suspended due to the financial crisis. The Burj is more than 300 metres higher than its nearest rival, the Taipei 101. The tallest tower in the United States, the Willis Tower in Chicago (formerly known as the Sears Tower), is 442m high. Rival developer Nakheel announced plans to trump the Burj with a tower reaching 1km, but with its parent Dubai World admitting last year that it was unable to repay its debts, the plans are likely to remain on the drawing board. Sultan bin Saeed al-Mansouri said the debt restructuring now underway at Dubai World – the emirate's main investment and development arm – was a normal part of business life. Speaking a week after Dubai World asked its creditors for a six-month delay, Mansouri insisted that the UAE economy would not be damaged by the episode. "Dubai World's debts do not affect the economic performance of Dubai or the UAE and it is a matter of time before the company restructures its debts and honours its commitments as per a scheduled plan," he said. Mansouri added that Dubai had achieved "a strong track record of growth" that would have taken other countries decades to achieve. "We are surprised by this negative campaign on the UAE and Dubai," he said. On Monday night, Dubai World announced that it has started the process of restructuring around $26bn (£15.6bn) of its debt. It emerged today that UK banks have collectively loaned around $5bn to Dubai World, with Royal Bank of Scotland the most exposed. However, according to the Financial Times, most of this debt involves parts of Dubai World that are not involved in the restructuring. After suffering sharp falls last week, world stock markets have now recovered their poise, with investors less concerned that Dubai World might default on its debts and spark global turmoil. The FTSE 100 rose again this morning, following another strong performance in Asia. Although creditors face a nervous wait to learn how the restructuring pans out, the mood in the UAE remains optimistic. Last night Abu Dhabi staged a huge fireworks display, reportedly the biggest ever. More than 100,000 fireworks were set off during the event, which cost £12m. When news broke of Dubai World's economic crash, many feared that the emirate was heading for disaster. But among the high-rise hotels and high-end boutiques, there is much more optimism You realise you're in trouble when they start talking about what you can see from the moon. Really? That's interesting, you think, when someone tells you there are pictures from the International Space Station to prove this surreal artificial island shaped like a palm tree is one of the few objects made by man that is visible from outer space. You know, of course, that what you should be thinking is: that's insane. Instead, after a couple of days in Dubai, it seems merely logical. Well yes, you think. This Palm island is three miles wide and three miles long. Seven million tonnes of rock and 94m cubic metres of sand went into the making of it. More than 30 five-star hotels stand on it. It is home to thousands of villas, owned by the likes of Schumacher, Beckham, Pitt and Campbell. Of course, you can see it from space. Astonishing, you think, when they say they are planning two more palm trees like this one, only bigger. (Viewed from above, one will trace out the not spectacularly inspiring words of a poem by the emirate's leader, Sheikh Mohammed bin Rashid al-Maktoum.) Plus a whole other 300-island archipelago representing the countries and continents of the world. And another one featuring the universe. Not to forget a whole new luxury development on land twice the size of Hong Kong, with homes for 1.5 million people. Why not? This is, after all, the place where Tiger Woods has driven golf balls off the helipad of the only seven-star hotel in the world. The world's tallest building, all 2,300-plus feet and 162 tapering floors of it, is here, needling into the sky and ready for its official opening on 4 January. There's an indoor, real-snow ski resort, with a black run. In the Marina quarter alone, 200 skyscrapers have risen from the ground in the space of five years. What's not possible here? And then, in the midday heat out on the end of the first Palm island, a guide tells her tour group that the launch party they threw on this spot last year for the Atlantis, a £1bn, 1,539-room pink-crenellated monstrosity with its own 65,000-fish aquarium and a top-floor suite that costs £13,000 a night, included a fireworks display so big it could be seen from the moon. And finally you think: what planet are these people on? Planet Dubai, obviously. It is hard, somehow, to keep a hold on reality here. It's a place of a myriad immense, gleaming towers; of 12-lane freeways packed with Mercs and Lexuses and 4x4s; malls that hold 1,500 shops and have space for 16,000 cars. Everywhere, the slogans bombard you, in neon and on over-sized billboards: "Welcome to Everything." "Be Unlimited." "Anything is Possible." "Where Vision Inspires Humanity." "Where Shopping is a Lifestyle." Everything is the best, the biggest, the first, the tallest, the most. During the day, the skyline, against a permanently powder-blue sky, is so crowded with jostling glass-and-steel spires it looks like it could only have been generated by computer graphics. By night, it's a neon-lit uber-urban fantasia, Blade Runner on steroids. It's a monument to excess, a temple of consumerism, an awe-inspiring and often horrifying vision of 21st-century enterprise, a super-sized distillation of present-day capitalism. And despite everything that has been said over the last few days, I'm afraid to say it doesn't feel like it's dead quite yet. Last week Dubai World, the state-backed conglomerate that owns some of Dubai's largest developers including Nakheel, the company behind the Palm islands and many of the other huge projects, asked for a moratorium on debt repayments while it renegotiated part of the £60bn-odd it reportedly owes. The news sparked something approaching panic on world stock markets; although negotiations with the banks are now under way, they're climbing sharply........

The temptation to indulge in schadenfreude is overwhelming when it comes to Dubai's lavish indulgence in sport It would be inhuman not to feel sympathy for the individuals threatened by Dubai's financial crisis, from the Chinese labourers working on the world's tallest building, who rioted last week in protest against their employer's failure to pay their wages, to the junior staff at the Maktoum family's Godolphin stables in Newmarket, fearing for their futures. But the temptation to indulge in schadenfreude is, I'm afraid, overwhelming, particularly when it comes to Dubai's involvement in sport. With the meltdown of the Dubai economy, global capitalism has reached its Ozymandias moment. And, given the emirate's links with cricket, golf, rugby, hockey, tennis, football and horse racing, so has global sport. As reporters for the 24-hour news channels face the cameras in front of vast panoramas of high-rise monuments to hubris, including an establishment which held a tennis match between Roger Federer and Andre Agassi on its helipad at an altitude of 1,000ft, it is impossible not to recall the particular resonance of Shelley's lines, in which a traveller recalls coming across the shattered statue of a once-great ruler, half-sunk in the desert: And on the pedestal these words appear: "My name is Ozymandias, king of kings: Look on my works, ye Mighty, and despair!" Nothing beside remains. Round the decay Of that colossal wreck, boundless and bare, The lone and level sands stretch far away. We know that the sight of a man in flowing white robes emerging from a Rolls Royce means exactly one thing to your average European entrepreneur: money. And as Dubai tried to position itself for a post-oil world, borrowing vast sums to make internal and external investments, sport showed itself willing to do almost anything to grab some of the green stuff. The seeds of the relationship may have been sown back in 1970 when a group of expatriate Brits founded the annual Dubai Rugby Sevens, now attended by capacity crowds of 50,000 a day. Perhaps that was where the Maktoums got the idea that sport could become part of the solution to their problem of growth and expansion. An early adopter was the International Cricket Council, headquartered at Lord's from its founding in 1909 until 2001, when it fled to Monaco to avoid corporation tax before making what was intended to be a permanent tax-beneficial move four years later. Dubai, it was said, offered a neutral location closer to the game's new south Asian power centres. This year's European golf tour climaxed, ludicrously enough, with the Dubai World Championship, at which the winner, Lee Westwood, graciously accepted a cheque for $1.25m (£760,000) – a reduction to 50% of the advertised first prize after cracks started to appear in the financial structure. The course on which the final took place was designed by Greg Norman; elsewhere in Dubai there are courses and residential properties bearing the names of Tiger Woods and Ernie Els. Dubai's Sport City promises to house not just several assorted stadiums but the ICC's first global cricket academy, a purpose-built Manchester United Soccer School, an International Hockey Federation academy, a Butch Harmon golf school, a David Lloyd tennis academy, and other academies for rugby, swimming and athletics. To say nothing of the various private properties owned by international sports stars, some of them offered to the likes of Michael Schumacher and Boris Becker as part of endorsement deals. Among the few individuals likely to emerge unscathed from Dubai's property crash are David Beckham, who gave his $16m villa to his in-laws, and Joe Cole, who paid £1m for his pad in 2002 and sold it last year for £3.5m. Who said footballers are thick? International sport, however, may take a while to bounce back from the discovery that Arab wealth is, after all, a finite resource, and that exploiting it to create a new centre for the world's........

The world's first refrigerated beach is to be built at a luxury hotel in Dubai, located along the southern coast of the Persian Gulf.

The beach will include heat-absorbing pipes under the sand along with large wind blowers, which will keep tourists cool and guard their feet against the hot sand.

The refrigerated seaside will be built next to the new Palazzo Versace hotel, which will open late next year or in early 2010 and is set to be controlled by computer-linked thermostats.

The plan has raised concerns over its potential impact on climate change, the UK Mail reported.

“Dubai is like a bubble world where the things that are worrying the rest of the world, like climate change, are simply ignored so people can continue destructive lifestyles,” said Rachel Noble of UK's Tourism Concern charity organization.

For reasons I explained a fortnight ago, Barclays shareholders don't like the way it's chosen to raise £5.8bn from the state funds and royals of Qatar and Abu Dhabi (see my note, "Barclays Protects its Bankers Pay").

Barclays bank logoTraditional British investment institutions don't like the substantial commissions paid to Qatar and Abu Dhabi to obtain the money (£172m in commissions and £66m in fees - and the commission would be payable even if the deal was blocked by revolting shareholders in Barclays).

Some existing Barclays shareholders think the interest rates on the novel securities being sold are too high. And they hate the way that the two Gulf states are receiving a generous dollop of warrants that convert into shares.

Put simply, they think Qatar and Abu Dhabi have been sold a stonkingly good deal, at the expense of long-suffering British pension funds and insurers.

Many of these investors simply can't understand why Barclays refused to raise the vital capital from British taxpayers, since the money being offered by HM Treasury to our battered banks looked considerably cheaper.

British nationals in the United Arab Emirates have been warned there is now a high risk of a terror attack there.

Travel advice from the UK Foreign Office said terrorists might be planning indiscriminate attacks in places frequented by expatriates.

It did not give details about why there was believed to be a more serious threat than the general one previously issued to UK nationals.

Unlike neighbour Saudi Arabia, the UAE has had no major terrorism incidents.

Expatriates make up a majority of the population of the oil-rich state, which consists of seven individual emirates, including the main ones Dubai and Abu Dhabi. It is also a major tourist destination.

"High" is the most serious of four terrorism risk levels which the Foreign Office uses in its warnings, the others being "general", "underlying" and "low".
